Am I suppose to start it always as a service then? I think it is very uncomfortable for development, using the startup scripts is much more convenient. Btw, if you start Tomcat as a service, you won't see the server output. The weirdest thing about it is that the .exe distro does not contain some file that come with the .zip distro. Usually when I have a program that comes in .exe and .zip distribution, I expect the .exe distro to contain everything that the .zip distro does + some additional tasks performed by installer (windows start menu modification, windows services registration, etc). In the current situation users might be forced to download both the .exe and the .zip distribution.
