Yes, it is the most-not recommended practice, but it worked. First of all I took out all "taglibl" mention in struts-html.tld file. Then I added .html to much lines. Some like org.apache.struts.taglib.MessageTei became org.apache.struts.taglib.html.MessageTei And it worked!!! I was getting mad when I started to work with tiles. Now everything works!!!
