If you use a String that is defined WITHIN the JSP page itself, than you are using what I called "static" text - a text that is encoded as part of the JSP page itself. If this is what you did, than you are not testing the problem I described, because ALL hebrew text withing the JSP page is encoded and displayed correctly anyway.
