By itself and with the default apps, both startup and shutdown is quick (well under a minute). If the problem was really as you describe, clicking restart a 2nd or 3rd time wouldn't matter, the service would still not start and you'd still get the port bound exception. Finally, with 5.5.4, it works for me.
