Possibilities: 1) the thing that explodes .war files in the webapp directory notices META-INF/server.xml.
2) when an exploded directory is deposited into the webapp directory, and it has a META-INF/server.xml, and there is no corresponding file in conf/Catalina/host, the META-INF file is respected. It is my (possibly confused impression) that neither of these two exist in the current implementation. Various posters on find the different behaviors of manager deployment and these cases to be a confusing inconsistency.
