Not a Tomcat bug.  Some apps require more memory to compile (it's not just one 
JSP at a time always, there are other variables like custom tags).  The default 
of 64MB is frequently insufficient, although 512MB seems like overkill: try 
128MB maybe?  Either way, it's normal and expected, not a bug.
