The HTTP RFC (2616), section 5.1.2 (Request URI), states that "If the Request-URI is encoded using the "% HEX HEX" encoding [42], the origin server MUST decode the Request-URI in order to properly interpret the request." So the server MUST decode it, we don't have a choice. Then the Servlet Spec says things after ; are not part of the path info.
