I suggest you use the supplied tomcat installation and configuration programs rather than doing a manual or custom install: that's why we provide them. FWIW, using the normal windows service installation JSPs work fine for me with both JDK 1.3 and JDK 1.4, without needing to copy tools.jar to common/lib.
