And I think the JSP.6.2.4 JSP Document Validation is suit for external dtd validation, and I think it is very ease to make these validation configurable! That why the Severity is "Enhancement". And IMHO, the "DTD validation" is useless, no one like to write a dtd that validate the file which mixed jsp & my xml element.
