??? Why would extension jars have to be manually configured in Tomcat? Thanks.

You can either add sunjce_provider.jar to $CATALINA_HOME/common/endorsed, or add $JAVA_HOME/jre/lib/ext to the -Djava.endorsed.dirs in the startup parameters.
