Synchronous startup script - startup.sh should wait until Tomcat is fully started

The statrup scripts don;t have the ability to know when tomcat is done starting
up. If this functionality is really needed - embedding tomcat would be the way
to go. Otherwise this is an enhancement request.(Which would be ignored without
an corresponding patch)
