Just add a link under the "Nested Components" section to the cluster HOWTO from the "Configuration Reference" pages. I'd also point out that there really isn't any description of what clustering is, the HOWTO just assumes you know what it is and tells you how to configure it. Ideally the config reference should be complete unto itself, a la httpd's config reference, but that's a whole other issue.
