You can actually figure this out by having the installer look at the Registry.

For the Sun JVM read

HKEY_LOCAL_MACHINE\Software\JavaSoft\Java Runtime Environment

to get the CurrentVersion property

Once you have the CurrentVersion property, open the key named by it and read the
RuntimeLib property.

For the IBM JVM, read:

\Software\IBM\Java2 Runtime Environment
