The Servlet Spec is very clear that the login-page is not subject to security-
constraints.

In log_in.jsp try:
  <form method="POST" action="https://<%= request.getServerName() %><%= 
request.getContextPath() %>/j_security_check">

You could also try following-up on tomcat-user for additional tips.
