I don't know how they published to jakarta.apache.org but the docs are in jakarta-tomcat-catalina/webapps/docs
It's a highly advanced process that few people can fathom :) I zip whatever is in dist/webapps/tomcat-docs, scp to the server, and unzip in the right place.
