pageEncoding in static included file don't affect properly file from which is included

You are 100% wrong. The pageEncoding is specified to default to the content-
type encoding, which defaults to iso-latin-1.

Please do me the courtesy of actually reading the JSP spec before wasting my 
time expounding your wild theories.
