response charset defaults to iso-8859-1 where java 1.4.2beta ignores file.encoding and 
use platform default encoding...

The problem seems not to be the platform encoding. I tested it on SuSE Linux
8.1, Windows 2000 and Solaris 8. The Tomcat response has always charset
ISO-8859-1, but in fact it is UTF-8 encoded.
