- The specs(Serlvet 2.4, jsp 2.) become final
- The many internal changes are tested more
- The committers vote to declare it so
From seeing past messages - it looks like the specs being declared final is the buggest hurdle (to wait for). (But there have been some significant internal changes which need more testing)
But anyone is free to use it since the source is available to make their own release.
