o.a.j.compiler.ImplicitTagLibraryInfo doesn't include tag files with the extension of 
.tagx when generating an implicit TLD

JSP.8.1 states that valid extensions for tag files are .tag (standard syntax)
and .tagx (XML syntax).

Looking at the constuctor for ImplicitTagLibraryInfo, only tag files with the
extension of .tag are considered during processing.
