Compile error when invoking tag file that uses JSTL

A simple JSP page:

  <%@ taglib prefix="my" tagdir="/WEB-INF/tags/mytags" %>
  <my:test/>

invoking a simple tag file:
  <%@ taglib prefix="c" uri="http://java.sun.com/jstl/core_rt"; %>
  <jsp:useBean id="now" class="java.util.Date" />
  <c:out value="${now}" />

Results in:
org.apache.jasper.JasperException: Unable to compile class for JSP

An error occurred at line: -1 in the jsp file: null

If I change the tag file to not use <c:out>, everything works fine:

  <jsp:useBean id="now" class="java.util.Date" />
  ${now}

Since I've seen the same error with other JSTL (1.0.1) actions, I assume there's
a problem with JSTL (or custom actions in general) in tag files.
