If the tag store a value in an internal variable, depending on a required attribute, you'll find the previuos value in the next use even if you set it to null in release. I don't know if the life-cycle model of custom tags is changed in last specifications, but I expect to have a clean instance of the object every time I use it, especially if I've implemented release. I've posted an attachment containing a small war with a simple tag and a page of example.
