No error condition raised if mandatory TLD elements <jsp-version> and <tlib-version>
are not present in the TLD

Summary: No error condition raised if mandatory TLD elements
<jsp-version> and <tlib-version> are not present in the
                    TLD
           Product: Tomcat 5
           Version: Nightly Build
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Major
          Priority: Other
         Component: Jasper2
        AssignedTo: [EMAIL PROTECTED]
        ReportedBy: [EMAIL PROTECTED]

According to the PFD specification, the TLD elements <jsp-version> and
<tlib-version> are supposed to be mandatory, however, Jasper doesn't raise an
error condition if it encounters a TLD with these elements missing.
