If a webapp is deployed to Tomcat and run the tld obtained through the URI is cached. If the webapp is undeployed or removed through the manager, then redeployed or installed at the same context the tdl does not update. The tld gets cached for that context, and is not reloaded when removed and deployed. One interesting note is that the tld is cached only if the jsp executing the Tag is successful.
