tld does not update when redeployed through manager

When undeploying and redeploying a webapp through the manager interface the tlds
do not refresh.  If a webapp is deployed to Tomcat and run the tld obtained
through the URI is cached.  If the webapp is undeployed or removed through the
manager, then redeployed or installed at the same context the tdl does not
update.  The tld gets cached for that context, and is not reloaded when removed
and deployed.  One interesting note is that the tld is cached only if the jsp
executing the Tag is successful.  As long as the jsp throws an Exception the tld
will not be cached, and can be updated through the undeploy and deploy through
the manager interface.
