The reason why may be running Tomcat as a Windows Service using tomcat.exe. When I start Tomcat using startup.bat everything is fine, but when running the service the exception is thrown. Perhaps this may also help: I'm also using my own PreferencesFactory in conjunction with Log4J and therefore I have to add a jar file with all the required classes plus the log4j- 1.2.6.jar and jdom.jar to the classpath...
