Can't access files with international characters

Using Tomcat 4.0.4 (installed from the RPMs now in the Jakarta archives), if 
Tomcat is serving a file that has international characters in the filename and 
a user requests that file, Tomcat misinterprets the filename. As a result, it 
gives an error, "The requested resource is not available."

For example, accessing "http://localhost/Björk"; yields the error, "The 
requested resource (/Björk/) is not available."

The expected result is to process the international characters in the filename 
correctly, and serve the file.
