Ok, I found it.

It's basically doing a copy and then replaces the package name in all
files. Wow...

Since EL is part of JSP2.0 spec I think it's more than justified 
to make it part of jakarta-tomcat project - or keep it as part
of jakarta-taglibs. Or have the EL part in jakarta-commons.

But one option should be choosen and pursued - like have a formal
vote in jakarta-commons, and if it doesn't pass fall back to a 
sub-project of either taglibs or tomcat.

This hack is just too ugly.
