Cannot access some contexts.  WAR files do not run.

Sorry for posting the coccoon ver. for Tomcat.  Should have been (jakarta-
tomcat-4.1.9).  As far as server.xml, I was very careful to cut and paste my 
entries from the old server.xml into the new server.xml.  When I try to access 
the manager link on the Tomcat webcome page it shows as /manager/html and the 
admin link shows as /admin.  Would this have any bearing on why I get a 404 on 
admin?  I tried adding /html behind /admin in the URL but it didn't help.  I 
checked and yes all the files for admin are there, but under /server/webapps 
just like manager.  The entry in admin.xml looks ok and is redirecting 
to ../server/webapps/admin similar to manager so I'm confused as to what is 
causing this particular problem.  The install was to a new directory and not on 
top of the previous install so everything should be there.  Nothing was used 
from the previous install and after comparing to the tar file no files are 
missing.  I am using IIS and the ISAPI Jakarta Redirector from 4.0.3 but on 
install I did not allow it to overwrite any of the 4.1.9 jars and it seems to 
be working just fine.  Would there be any issue there?  As I stated previously 
only some of my contexts are working and these I tested on 8080 which shouldn't 
bring the redirector into the picture.  Except for some of my contexts and the 
fact that WAR files don't run when you drop them into /webapps everything else 
seems to be working just fine.  I spent a lot of time making sure that I 
installed this release properly and if there is any settings that need checked 
please advise.
