using this version of apr, I was able to build and use mod_webapp.so http://jakarta.apache.org/builds/jakarta-tomcat-connectors/webapp/release/v1.2.0/src/apr_APACHE_2_0_35.tar.gz
I searched nagoya.apache.org for a bug on this, but came up empty handed.
