Well... It's a matter of code... Given that there is not one line of code in
there, it's really hard to fit it into a "proposal"... We need to switch
Servlet Engine by the fall (meaning that we'll have a working prototype by
the end of July).

I can cram out some code in the public, and make it available to see what I
mean by "HA". As I'm discovering the wonders of subversion, I placed a
little repository up on Nagoya to work on the proposal: It is available
here:

If you guys don't want to see it associated with the Apache name, just let
me know and I will move it off on my (Betaversion or VNU) servers.
