Tomcat converts to ASCII when it should convert to ISO-8859-1

I'm not sure I understand correctly. If the encoding is set, I don't see why you
would want setLocale to reset that to the HTTP default.

Could you give an example which doesn't work (and why you think it should do
something different) ?
