JSP Include ignoring parameter

In this example header.jsp is included in test.jsp with a parameter.
But the parameter is missing in the request object in the included jsp.
Setting the parameter directly with 
<% request.setAttribute( "testparam", "1" ); %> works. 

test.jsp:

<head><title>title</title></head>
<body>

<jsp:include page="header.jsp">
<jsp:param name="testparam" value="1"/>
</jsp:include>

<br>
BODY
<br>

</body></html>


header.jsp:
<%
java.util.Enumeration enum = request.getAttributeNames();
while( enum.hasMoreElements() ) 
{
   out.println( enum.nextElement() );           
}
%>
