The 4.1 Release Plan and new release process has been accpeted. Thanks to all who voted and the comments (and thanks for all the +1s especially from people whom are not used to +1 4.x releases; I'm convinced everyone will benefit from this level of cooperation :)) !
I will proceed with the release of a 4.1.0 milestone, which according to to the "new" release procedure is not subject to a vote (?), but to some sort of tacit approval. In about one week, I will post a request for a vote to rate this build (Alpha, Beta or Stable; Stable will be for later builds, though, since this one is not feature complete).
