The servlet spec leaves unspecified the package that the JSP page compiles to.  
Thus, Tomcat may freely choose to assign the page to any package it chooses.  
The fact that Tomcat 3.x doesn't prefix a package is a non-portable 
implementation detail that you should not rely on.
