For some reason, servlets-ssi.jar munges scandinavian characters when ssi
include directive is used.

We complained about this issue last fall, and got it fixed. In fact, I still
have the JAR from 20011113 nightly build, which works just fine.

I can not see difference in actual source returned by these two JARs, something
fishy with the response headers?

It seems to me that something leads Netscape/IE to choose a wrong font to
display the page - if you forcibly set character set, Netscape swithes font
displays fine (until you reload the page).
