How To Add a Scheduler Program Working With A Webapp In Tomcat?

        The scheduler program start to run when tomcat start,and exit when tomcat 
stop.The scheduler can send email and maintenance data in the DB.
        The scheduler must access other classes in the webapp.
        How?Any body?
