classloader caching resource files in 4.0

This behavior doesn't leave a way for the application itself to reload these 
files in a standard way.  Of the five application servers that my code has to 
run on, Tomcat is the only one that now exhibits this behavior.  I understand 
wanting to treat resources in a generic fashion, but is it really that 
important to take this functionality away?
