The DTD for deployment descriptors is very specific about the *order* of the
elements, not just what their names are.  If you have them in the wrong order,
you will (correctly) get this XML parsing error, because your web.xml file
violates the constraints.

In your particular scenario, you have a tag library element *before* the context
parameter, and this is not allowed.
