tomcat4 rpm missing doc files

the tomcat4 rpm is missing the file "RUNNING.txt" which is supposed to be in the
/usr/doc/tomcat4-4.0.1 directory.

(also, doesn't redhat like docs to be in /usr/share/doc, now, instead of
/usr/doc? just wondering..)
