I think that 3.3 should be the officialy supported Servlet 2.2/JSP 1.1 release. Version 3.2.4 exists only because there were bug fixes and patches received after 3.2.3 was released and before 3.3 was released and these fixes should be made available to existing 3.2.4 users. Anyone just getting started with Tomcat should certainly be directed to 3.3 and 4.0.
