[VOTE] Kin-Man Chung and William Barker for Tomcat Committer Status

I'd like to follow up on Nacho's (good) suggestion that we add William
Barker and Kin-Man Chung as committers on Tomcat.  They've both been
providing invaluable assistance and patches.

I'm +1 on them.
