Why not having a "tomcat-bugs" mailling list then?
And then, maybe a daily digest to "tomcat-dev", just to make everybody
aware (both of the bugs and of the existence of the "tomcat-bugs" list).
Besides that you can - of course - send bug messages to individuals,
depending on their scope.
