I have done the following:

cvs co apr
cd apr
sh buildconf
configure --disable-shared --prefix=/usr/local/apr
make
make install 

cd jakarta-tomcat-connectors/webapp
configure --with-apr=/usr/local/apr --with-apxs=/usr/local/apache/bin/apxs
(Add -lpthread in apache-1.3/Makefile).

I am running Suse7.0, it seems it works.
