The voting rules in Bugzilla are actually customizable on a per-product
basis (i.e. "Tomcat 3" and "Tomcat 4" are separate). Right now, they are
set as follows:
* Maximum votes per person = 6
* Maximum votes a person can put on a single bug = 3
* Number of votes to automatically get out of UNCONFIRMED state = 5
And we can set these values to whatever we want.
Which, by the way, raises the question of what to do about bug reports
against the two new repositories that we just created. They don't really
fit into either "Tomcat 3" or "Tomcat 4" -- what do you think about just
creating new "Tomcat-Connectors" and "Tomcat-Jasper" product-level entries
for them?
