Sorry ... my fault.  I'm at ApacheCon through today, and my net
connectivity is intermittent.

If you have CVS access, you can grab the exact sources you need by using
tag "tomcat_40_b3" in both repositories (jakarta-tomcat-4.0 and
jakarta-servletapi-4).
