You can; just install WinCVS
http://www.wincvs.org/
and there you go.
It's a bit clumsy and all, but thanks to it I downloaded 3.x HEAD and 4.0
without having to remember the weird commands :)
Still, Costin has the nightly build at
http://jakarta.apache.org/builds/tomcat/nightly-3.3
