[toaster] SMTP: connection refused -- after migration of data from another server

I migrated the /var/qmail/* and /srv/data/* from server 1 to server 2.  
The users are recognized under the smtp logs, but I show a "connection 
refused" with nothing else.  What am I missing after the migration that 
is refusing the connection.  Again, the logs acknowledge that the user 
is found.
