Just migrated a server with a few thousand accounts - I used rsync to
synchronize the servers right before the switch over. Very helpful
program: http://samba.org/rsync/ As far as a checklist goes, I am not
sure one exists - I created my own, but it was largely dependent on
issues unique to my install. Here is a high level starting point:
* Get new toaster install working and test it
* Migrate mail to the new /home/vpopmail (rsync works well here)
* Synchronize mysql and corresponding files in /var/qmail
* Test thing out
* Turn off smtp/pop/imap/webmail on old server
* Run final rsync
* Make changes to applicable DNS entries
