okay added that line.. recompiled as well, (make; make setup check )
however its still not working. for now i am trying to do it on my ip address
ip.add.re.ss:allow,CHKUSER_MUSTAUTH=""
any suggestions on this? I also do have this going to qmail-scanner-st
as my default qmail-queue

Did you also enable the option within chkuser_settings.h and recompile?
