When you build and install vpopmail, it puts lib_deps and inc_deps in there, and there's a vlimits.default file that should go in there.
You can probably find vlimits.default from the source tgz file. And lib_deps and inc_deps probably aren't necessary until you rebuild vpopmail. I don't even think they're necessary to build QmailAdmin or other code that links to libvpopmail.
