[toaster] chkuser and /etc/passwd

Does chkuser support checking for users in /etc/passwd?  I installed Toaster 
v 0.9.2.  chkuser works on virtual domains fine, however, local addresses 
are accepted by chkuser regardless of whether they're valid or not.
